Desktop GUI Java framework - SAF

After hearing a lot about web UI development frameworks like JSF, Struts, Tapestry, WebWork and so on. I'm glad to know there will be a Swing development framework coming soon, which is called Swing Application Framework, and the purpose of this JSR:

The lack of a basic application framework has made Swing application development difficult, particularly for new developers. A standard base for applications will reduce the work required to get applications off the ground and improve their average quality.

But it won't be available until 2007.

When I first pick up java, the first technology I learned was Swing. And I have developed one or two applications on Swing before and I don't find it hard to develop at all, so Im puzzled as to why people have problem developing it.
