Again, outsource or not

Actually whenever I was discussing about whether or not companies should outsource IT projects to oversea, I've been hesitating to insist as I wasn't sure if it was only because my previous projects hadn't get it done right, until I read this.
A Deloitte survey reveals that 70% of large companies had dismal experiences with outsourcing projects.
Is your project currently being outsourced? Are you able to manage it?
